Quick answer

Fremont fleets are mostly service vans and trucks working for the city's manufacturers, plus suppliers' box trucks and contractors' pickups. They typically fit on one business auto policy with each unit listed where it parks overnight; match the auto limit your plant and lab contracts name, which is usually a $1 million combined single limit, where we start.

01Why businesses in Fremont buy commercial auto

Fremont is where the Bay Area builds hardware. The city's economic development office counts over 900 manufacturing and hardware companies in Fremont, describes them as the largest concentration of advanced manufacturers in the Bay Area and points to major development activity in the Warm Springs Innovation District, Ardenwood, Bayside and the downtown City Center.

Plants that size create steady vehicle work. Census ZIP Code Business Patterns counts about 740 transportation and warehousing, wholesale and repair businesses with a Fremont postal address, and about 320 construction businesses. The Department of Finance put the population at 233,974 in January 2026, up 0.23% in a year, and housing units grew 0.96%, nearly one percent in twelve months.

On a policy, that looks like technicians in upfitted cargo vans on maintenance calls, installers moving equipment between buildings and suppliers running box trucks between Fremont's industrial parks and their customers. Manufacturers' service agreements often ask for hired and non-owned auto coverage because engineers and project managers drive their own cars between sites, and fleet insurance for 11 to 25 vehicles explains how carriers look at a contractor once the van count climbs.

New buildings in Warm Springs and Bayside also bring install work that isn't daily service: racking, conveyors, clean-room fit-outs and equipment moves, often on box trucks with liftgates, on flatbeds or on rented trucks during a big move. A rented truck is generally treated as a hired auto, so set up hired coverage before the move rather than after it.

03Driving and garaging in Fremont

I-880 runs the length of Fremont on the bay side, and I-680 follows the hills to the east before climbing the Sunol Grade toward Pleasanton. SR-262, the short Mission Boulevard connector in Warm Springs, links the two interstates, and SR-84 heads west over the Dumbarton Bridge to Menlo Park and east through Niles Canyon. Fremont Boulevard, Mowry Avenue, Stevenson Boulevard, Auto Mall Parkway and Warm Springs Boulevard carry most of the service traffic inside the city.

Bayside, west of I-880, and the Warm Springs district at the south end hold much of the industrial building stock, and a technician can spend as long in a dock queue or at a badge desk as on the freeway. Larger trucks tend to sleep in yards near those parks, while vans go home with techs in Fremont, Newark, Union City and Milpitas, each typically rated at its own overnight address.

Fremont fleets cross county lines all day, with Milpitas and San Jose minutes south in Santa Clara County and Union City and Hayward to the north. Our East Bay commercial auto page covers Alameda and Contra Costa counties as a whole.

04The fleet hazard to plan for in Fremont

Theft is the hazard to plan for: NICB's 2025 data puts the San Francisco–Oakland–Fremont metro area, the one that carries Fremont's name, first in the nation for vehicle theft rate at 477.51 thefts per 100,000 people. Vans parked overnight at technicians' homes with tools inside are a common target, and our guide to theft hot spots for East Bay fleets covers yard security, key control and what comprehensive typically pays.

The van itself can be an auto claim if it carries comprehensive coverage. The meters, tools and parts inside usually aren't, and they need separate equipment coverage.

Simple habits can carry a lot of weight with underwriters reviewing a Fremont van fleet: vans parked in lit driveways or behind a gate, high-value tools moved into the shop overnight where that's practical and spare keys kept out of the vans.

Fremont commercial auto questions

Our plant customers in Bayside want a certificate before our vans can enter. What do they usually ask for?
Many ask for a $1 million combined single limit with the plant named as additional insured, and some add a waiver of subrogation. Send us the contract's insurance section, and we'll request each endorsement from the carrier, subject to its approval.
Several of our techs live in Milpitas and San Jose. Does it matter that the vans sleep in Santa Clara County?
Usually it matters for rating rather than eligibility. List each van at the address where it actually parks overnight.
We bought a box truck to move equipment between sites. What changes?
Ask us to add it by endorsement before it goes to work, with its weight and value. If it carries customers' equipment rather than your own, ask us about cargo coverage.
Do our engineers' own cars need to be on the policy?
In most cases, no. Their personal policies typically respond first; non-owned auto coverage on your policy can protect the company when they drive for you.
Can you insure one service van in Fremont?
Yes. A one-van electrical or controls shop working Bayside and Warm Springs plants is a fit for us, and so is a fleet of up to 50 vehicles in any of our 25 trades.
