Quick answer

In Orange County the first policy question is usually where the vans sleep. Many community associations keep lettered work trucks out of driveways, so we start with honest garaging addresses, add hired and non-owned auto for staff cars and request the additional insured wording that association and property management contracts ask for. Quotes here usually begin at a $1 million combined single limit.

01Driving realities in Orange County

Orange County's freeways are short and crowded rather than long. The I-5 and the I-405 meet at the El Toro Y near Irvine and Lake Forest, and most north–south work runs on one or the other. SR-55 links Costa Mesa and Newport Beach with Tustin and Orange, SR-57 runs through Brea, Fullerton and Anaheim, SR-22 crosses Garden Grove, and SR-91 heads east through Anaheim Hills and Santa Ana Canyon into Corona. That last stretch ties Orange County jobs to the Inland Empire crews and suppliers who work them, and it fills early in both directions.

The toll roads add a layer of their own. SR-73 through the San Joaquin Hills and SR-133, SR-241 and SR-261 to the east save time between south county jobs, and the 91 Express Lanes run alongside the freeway into Corona. For a fleet, the useful habit is knowing which driver had which truck on which day, which is also what an underwriter usually asks when a claim comes in.

Pacific Coast Highway is its own world. Remodels and service calls in Huntington Beach, Newport Beach, Laguna Beach and Dana Point mean loading and unloading beside a busy highway with summer beach traffic and almost no parking, and backing a trailer into a narrow coastal driveway is the kind of maneuver that often ends in scraped gates and mirrors.

Garaging is where Orange County differs most from its neighbors. Planned communities in south county, including Irvine, Mission Viejo, Rancho Santa Margarita, Lake Forest and Aliso Viejo, often have association rules that limit work trucks in driveways or on streets, so plenty of vans spend the night at a shop or a storage lot rather than at a technician's home. Central and north county, from Santa Ana and Anaheim to Fullerton and Orange, have the industrial streets where most contractor yards sit. Coastal mornings bring marine-layer drizzle that slicks the pavement, and Santa Ana winds through the canyons make the east county's foothill roads hard going for high-sided trucks in fall and winter.

03What contractors and businesses in Orange County run

Orange County's economy leans on service work. Office and medical buildings around the airport and the Irvine Spectrum turn over tenants constantly, which keeps tenant-improvement crews, electricians and low-voltage installers moving between suites. The resort district and convention center in Anaheim run on maintenance contracts, and the county's large stock of postwar tract homes in Garden Grove, Westminster, Fullerton and Orange keeps repipe and drain crews and roofers busy year after year.

Community associations are a business of their own here. Landscape maintenance companies hold common-area contracts across south county and run pickups with trailers from one association to the next; landscapers' trucks and trailers have their own page. Painting contractors work association repaint cycles out of vans and pickups, and the county's backyard pools support a service trade covered on our pool service truck page, where the chemicals on board come up in most underwriting conversations.

Most of these fleets are built on cargo and Sprinter vans and company pickups, with few trucks in the weight range that generally calls for a commercial license. What underwriters usually want is a clean list: every vehicle with its value and garaging address, every driver with a current MVR and a short note on who takes vehicles home. Association and property management contracts often ask to be named as additional insured on your auto policy, an endorsement we request from the carrier once we see the contract wording.

04Local rules worth knowing

Vehicle Code Section 22507.5 generally lets California cities, by ordinance, restrict the parking of commercial vehicles rated at 10,000 lbs GVWR or more on residential streets. The statute typically exempts a truck that's there briefly to load or unload, or to bring materials to a building project with a permit, but it can keep a heavier truck from sleeping outside an employee's house.

For most Orange County fleets, the practical effect lands on the heavier units: A box truck or a large service body taken home by a foreman may be fine in one city and ticketed in the next, and an association's own rules can be stricter than either. Check the city code and the community rules before a heavier truck goes home, then make sure the policy lists the address where it really parks. State permits and filings by weight are in the California truck insurance requirements guide.

05Local fleet risks

Orange County is part of the Los Angeles–Long Beach–Anaheim metro area, which NICB's 2025 data ranks first in the country for the number of vehicles stolen, at 53,911, and the CHP's 2025 figures put 55.8% of California's vehicle thefts in Southern California. A van that sleeps behind a gate, with its tools out or locked down, is usually a better story to tell an underwriter than one left on the street.

Fire is the other recurring risk: Wind-driven brush fires in the foothills along the county's eastern edge can close canyon roads and toll roads with little warning. The regional fleet risk guides cover the theft, wildfire and earthquake planning that applies here too, and how cameras and telematics protect an Orange County fleet covers the claims side.

Orange County fleet insurance questions

Our HOA won't allow company vans in driveways. Where do we list them?
At the address where each van really spends the night: the shop, a storage lot or a technician's home in a community that allows it. If a van's overnight spot changes, tell us so the garaging address on the policy stays accurate.
Do we need a separate policy for jobs in Los Angeles or Riverside County?
Usually not. One commercial auto policy typically covers the fleet's work across California. The underwriter is likely to ask about your usual radius, including regular runs on SR-91 into the Inland Empire or up the I-5 into Los Angeles.
A property management company wants to be named on our auto policy. Can you do that?
We can request it. Primary and noncontributory wording, additional insured status and waivers of subrogation are generally added by endorsement. Send the contract's insurance section, and we'll request the wording the association or manager asked for; the carrier approves each endorsement.
Is Orange County counted with Los Angeles in theft statistics?
In NICB's reporting, yes: Orange County sits inside the Los Angeles–Long Beach–Anaheim metro area. Gated parking, steering locks and GPS trackers are worth noting on the application.
Does commercial auto cover the pool chemicals or the mower on the trailer?
Usually not. The truck and the trailer are auto exposures; the mower, tools and chemicals are equipment and pollution exposures that are generally written on separate policies, which our page on the other lines we place explains.
We do coastal remodels and pull trailers on PCH. What will underwriters ask?
Who tows, how big the trailers are, how crews park and unload on narrow coastal streets and whether trucks have backup cameras. Backing claims at tight driveways are often the losses they want to see you manage.
