Quick answer

In San Francisco and on the Peninsula, the hard questions are usually about parking. Underwriters generally want to know where each van sleeps, whether on the street, in a garage or in a yard, and city contracts often want certificates with additional insured wording and hired and non-owned coverage. A $1 million combined single limit is the usual starting point, quoted with national carriers.

01Driving realities in San Francisco and the Peninsula

San Francisco is hard on work trucks, and the reasons are physical: steep grades, narrow streets, constant double-parking, Muni tracks and bus lanes, protected bike lanes and almost no curb space. A plumber's service truck on a downtown call often unloads from a traffic lane, and a van left on a steep block should have its wheels turned to the curb and its brake set every time.

Down the Peninsula, US-101 runs along the bay side past SFO, San Mateo and Redwood City, while I-280 follows the hills through Daly City and past the Crystal Springs reservoirs. I-380 connects the two near San Bruno, SR-1 runs through Pacifica and the Devil's Slide tunnels to Half Moon Bay, and SR-92 crosses from Half Moon Bay to San Mateo and over the San Mateo Bridge to Hayward. El Camino Real ties the downtowns together, with signal after signal.

Bridges shape the daily plan. The Bay Bridge carries crews to and from Oakland, the Golden Gate to Marin, and the San Mateo and Dumbarton bridges cross the south bay; wind on the spans can move a high-roof van, and a crash on any of them can stop traffic for miles. Summer fog on the west side of the city, along SR-1 and on I-280 near Daly City often leaves the pavement wet in July.

Garaging is usually the biggest underwriting question we see here. Many San Francisco fleets have no yard at all: Vans sleep on the street, in residential garages or in paid lots. Contractors with yards tend to sit in the industrial southeast of the city, in Brisbane and South San Francisco or along the bay-side strip from San Carlos to Redwood City, and parking structures downtown and at office campuses often won't take a high-roof van or a ladder rack.

This page covers San Francisco and San Mateo County. Alongside the city itself, these are the Peninsula cities it names, with populations:

03What contractors and businesses in San Francisco and the Peninsula run

San Francisco's buildings set the work. Victorian and Edwardian houses, older flats and mid-century apartment buildings need constant repair: plumbing contractors replacing old supply and drain lines, electricians replacing knob-and-tube wiring and adding panel capacity, seismic retrofit crews and painters working from scaffolding over narrow sidewalks. Finish carpenters and remodelers work out of vans, because a pickup with a trailer is hard to place on most blocks.

Commercial work fills the rest of the week. Office and tenant-improvement buildouts downtown and in SoMa, life-science labs in Mission Bay and South San Francisco, hotel and hospital maintenance and airport work at SFO typically run on contracts with detailed insurance exhibits, and many of them want a $1 million combined single limit, additional insured wording and proof of hired and non-owned auto for employees who drive their own cars. That last coverage tends to matter more here than in most metros, because plenty of office staff and estimators never drive a company vehicle at all.

The vehicles follow the streets: High-roof and standard cargo vans are the norm, with a few service body trucks for the trades that need them. Bulk-material traffic around the Port of Redwood City and the industrial bay shore is a different business from ours, but the contractors who maintain those facilities are in our trades.

Down the Peninsula the work shifts toward suburban remodels, office parks and the biotech corridor, and the trucks get a little bigger: pickups with trailers for landscape and site crews, service bodies for mechanical trades. The underwriting picture usually stays the same, built on accurate garaging, current MVRs and a short note on who takes vehicles home. Small fleet insurance for five to ten vans explains how carriers generally rate a shop at that size.

More detail

04Local rules worth knowing

San Francisco's Transportation Code Section 7.2.54 generally bars overnight parking of oversize vehicles, meaning longer than 22 feet or taller than 7 feet, wherever the restriction is designated and posted. A high-roof cargo van or a box truck can be taller than 7 feet, so a technician who takes one home may need a block without the restriction, an off-street space or a yard.

For an underwriter, the point usually isn't the ticket; it's knowing where the vehicle really spends the night. If the restriction pushes your vans into a paid lot or a yard, list that address. Statewide permit and filing rules by vehicle weight are in the requirements guide.

05Dump truck pages in this area

Redwood City is our Peninsula dump truck page. The bay-side industrial area and the steady remodel and site work in San Mateo County keep smaller dumps hauling between job sites, recyclers and material yards. Statewide details are on the dump truck insurance page.

06Local fleet risks

Theft is the risk to put numbers on: NICB's 2025 data ranks the San Francisco–Oakland–Fremont metro area first in the country for vehicle theft rate, at 477.51 thefts per 100,000 people. Vans parked on the street with tools inside draw break-ins as well as thefts; the broken window can be a comprehensive claim on the van if it carries that coverage, but the tools usually need their own policy.

Earthquake is the other planning question. A large quake could damage trucks in parking structures and close bridges and freeways for days; earthquake planning for San Francisco and Peninsula fleets explains what physical damage typically pays by cause of loss and how to plan around closed routes, and dashcams and claims defense for city fleets covers the everyday collisions.

San Francisco & Peninsula fleet insurance questions

Can our technicians take high-roof vans home in San Francisco?
Yes, if they can park legally. The city generally bars overnight parking of vehicles taller than 7 feet or longer than 22 feet where the restriction is posted, so check the block and list the van wherever it actually sleeps.
Does the policy pay for tools stolen from a van?
Usually not. Damage to the van from a break-in can be a comprehensive claim if the van carries that coverage, but the tools belong on an inland marine policy for tools.
Our crews cross the Bay Bridge every day. Does that matter to underwriters?
Mostly as part of your radius and daily mileage. Tell them which trucks make regular East Bay or Marin runs and how often.
Does this page include the City of San Francisco itself?
Yes. It covers San Francisco and San Mateo County. Oakland and the rest of Alameda and Contra Costa counties are on our East Bay truck and fleet insurance page.
What do lab buildouts in South San Francisco ask for on auto?
Typically a $1 million combined single limit, primary and noncontributory wording and additional insured status for the owner and general contractor. Send the insurance exhibit before the job starts, and we'll take it to the carrier.
Our yard is in Brisbane, but several techs live in the East Bay and take vans home. How do we list them?
List each van at the address where it actually spends the night, even when that's across the bay. A schedule that matches reality is what helps keep a claim simple.
